Book Abstract

第一章 缘起：全球化的视角
供应链金融中多种基础性产品的出现，远远早于供应链管理思想的萌芽。其中保理在几个世纪以前的西方国家就已经很常见。这种保理常常是趁火打劫式的，因为流动性出现问题的供应商往往以很低的折扣将应收账款出让给金融机构或其他第三方（Busch，2006）。同样，美国在《统一商法典》出台之前的19世纪，就广泛出现了存货融资市场。
1916年，美国颁布了《仓储法案》（U.S.Warehousing Act），并以此为根据建立起一套仓单质押的系统规则。这带来了以农产品为代表的各类仓单的广泛签发和流通，这种仓单既可以作为结算手段，也可以向银行申请贷款。
与此类似，早在1905年俄国沙皇时代，也出现了货物质押贷款业务：农民在丰收季节市场价格低时，将大部分谷物抵押给银行，用银行贷款资金投入后续的生产和生活；待市场价格回升后，再卖出谷物归还银行本金利息。由此，农民可以获得比收割季节直接卖出谷物更高的利润。这种操作还为缓和农产品市场价格的波动起到了一定作用（冯耕中，2007）。
然而，现代意义上的供应链金融概念，发端于20世纪80年代，深层次的原因在于世界级企业巨头寻求成本最小化冲动下的全球性外采和业务外包，供应链管理的概念应运而生。这之后，供应链管理一直集中于物流和信息流层面。直到20世纪末，企业家和学者们发现，离岸外包活动导致的供应链整体融资成本问题，以及部分节点资金流瓶颈带来的“木桶短板”效应，实际上部分抵消了生产的“成本洼地”配置所带来的最终成本节约。由此，财务供应链管理的价值发现过程开始深化，供应链金融的概念浮出水面。

我国的“十一五”规划（2006～2010年）把加快实现经济发展方式的转型作为“十一五”经济工作的主线，而供应链生产模式的发展，正是经济发展方式转型的基本内容之一。近期发生的世界金融海啸，凸现了转变经济模式的重要性，也凸现了发展供应链生产的迫切性。
在考虑如何发展供应链生产模式的具体路径时，我们首先需要了解全球化背景下产业组织的演化趋势。得益于信息技术和运输技术进步所带来的远程生产组织和流通成本的降低，供应链正在取代纵向一体化，成为国际上产业组织的主流模式。在这种模式中，大企业专注于品牌、客户关系管理及创新性技术等核心能力的创造和提升，而将生产、流通、销售中低附加价值环节外包给中小企业，以此形成以稳定交易和利益共享为特征的产业链（也是价值链）体系。中小企业则往往利用自己的专项优势，如特殊技能、单项专利技术、特别的渠道以及成本优势，加入到产业链分工体系中，成为大企业主导的供应链节点布局中的重要一环。伴随着供应链生产模式的兴起，供应链竞争已逐渐成为市场竞争的重要方式。
供应链生产模式对于总成本会带来双重效应：一方面，由于利用了分工，供应链生产模式相比于纵向一体化型企业具有更高的生产效率，因此能够大幅度地降低生产加工的成本，即诺斯所说的转形成本（transfor-mation costs）。
