进入20世纪90年代，随着计算机网络技术的迅猛发展，特别是1993年美国宣布建立国家信息基础设施（National Information Infrastructure，NII）后，全世界许多国家都纷纷制定和建立本国的Nil，从而极大地推动了计算机网络技术的发展，使计算机网络的发展进入了一个崭新的阶段，这就是第四代计算机网络，即高速互联网络阶段。通常意义上的计算机互联网络是通过数据通信网络实现数据的通信和共享的。此时的计算机网络，基本上以电信网作为信息的载体，即计算机通过电信网络中的X.25网、DDN网、帧中继网等传输信息。随着互联网的迅猛发展，人们对远程教学、远程医疗、视频会议等多媒体应用的需求大幅度增加。这样，以传统电信网络为信息载体的计算机互联网络不能满足人们对网络速度的要求，促使网络由低速向高速、由共享到交换、由窄带向宽带方向迅速发展，即由传统的计算机互联网络向高速互联网络发展。
如今，以IP技术为核心的计算机网络（信息网络，也称高速互联网络）将成为网络（计算机网络和电信网络）的主体。IPv6是下一版本的IP协议，也可以说是下一代IP协议。lPv6采用128位地址长度，几乎可以不受限制地提供地址。
目前广泛使用的网络有通信网络、计算机网络和有线电视网络。随着技术的不断发展，新的业务不断出现，新旧业务不断融合，作为其载体的各类网络也不断融合，使目前广泛使用的三类网络正逐渐向统一的IP网络发展，即所谓的“三网合一”。
全球以Internet为核心的高速计算机互联网络业已形成，Internet已经成为人类最重要的、最大的知识宝库。与第三代计算机网络相比，第四代计算机网络的特点是：网络的高速化和业务的综合化。网络高速化有两个特征：网络宽频带和传输低时延。使用光纤等高速传输介质和高速网络技术，可实现网络的高速率；快速交换技术可保证传输的低时延。
计算机网络必须要有宽带接入技术的支持，各种宽带服务与应用才有可能开展。因为只有接入网的带宽瓶颈问题被解决，骨干网和城域网的容量潜力才能真正发挥。尽管当前宽带接入技术有很多种，但只要是不和光纤或光结合的技术，就很难在下一代网络中应用。目前光纤到户（Fiber To The Home，FTTH）的成本已下降至可以为用户接受的程度。
3G系统比现用的2G和2.5G系统传输容量更大，灵活性更高。它以多媒体业务为基础，已形成很多标准，并将引入新的商业模式。3G以上包括后3G、4G，乃至5G系统，它们将更是以宽带多媒体业务为基础，使用更高更宽的频带，传输容量会更上一层楼。它们可在不同的网络间无缝连接，提供满意的服务。同时网络可以自行组织，终端可以重新配置和随身携带，是一个包括卫星通信在内的端到端的IP系统，可与其他技术共享一个IP核心网。它们都是构成下一代移动互联网的基础设施。
