Book Abstract

如前所述，尽管目前理论界对中国公共财政理论的某些方面尚有争论，但在与社会主义市场经济体制相适应的财政制度基本特征方面已经有较为全面、深入的研究。如张馨（1999）认为，从市场经济与公共财政的关系出发，财政公共性的实质是政府与市场的关系问题。公共财政所具有的基本特征和内涵，是在处理它与市场的关系过程中形成的。因此，弥补市场失效、对市场正常和正当活动一视同仁、非市场营利性、法治化是公共财政的基本特征。
贾康（2005）将公共财政的基本特征也概括为四个方面。第一，财政的公共性。公共财政的特征首先是以满足社会公共需要作为财政分配主要的目标和财政工作的重心。第二，财政应该以提供公共物品和服务作为“以财行政”的基本的方式，财政系统、财政分配满足社会公共需要的基本方式，就是提供公共物品和公共服务。第三，公共财政要求以公民权利平等、政治权力制衡为前提的规范的公共选择作为决策机制。其实质内容是：理财的民主化、决策的科学化、社会生活的法治化。第四，公共财政在管理运行上必然是以现代意义的具有公开性、透明度、完整性、事前确定、严格执行的预算，作为基本管理制度。
我们认为，任何一个理论框架都不可能完全涵盖研究对象的所有特征，这是互补性原理的认识论基础。因此，综合考虑各理论流派对公共财政的观点，按照互补性原理归纳整合公共财政的基本特征，并以此为基础结合基础环境指标、制度性指标、职能绩效指标等内外部因素的划分来构建公共财政建设指标体系，是一种较好的选择。
2.中国公共财政建设的职能与特征
中国的公共财政建设是一个复杂的系统工程，涵盖了财政制度变革和职能调整的方方面面，应按照怎样的逻辑框架和思路来描述、判断中国现阶段在非典型市场经济国情约束下的公共财政建设进程呢？
我们认为，满足社会公共需要是公共财政的本质属性，而社会公共需要的满足是通过公共财政职能得以实现的。在市场经济体制下，公共财政具有资源配置、收入分配、经济稳定三大职能。
