《中国粮食安全报告:预警与风险化解》向我们说明：粮食安全问题是一个重要的理论和现实问题。1974年1月，联合国在罗马召开的世界粮食大会上通过了《世界粮食安全国际协定》，首次提出了粮食安全的概念，至此，粮食安全问题引起了国际社会的普遍关注。近些年来，中国粮食安全的理论研究已成为农业经济研究领域的热点，并已取得了不少有价值的理论研究成果，但目前研究粮食安全问题的系统性、前沿性有待进一步深入探讨。本文在对粮食问题研究现状进行系统疏理，对中国政府粮食政策的历史轨道进行勾画的基础上，结合本人十年来的研究成果，从研究粮食的本质属性、基本特征入手，围绕粮食安全问题，对粮食特征、粮食供求、粮食市场博弈、粮食安全及粮食安全保障体系的建立等问题进行了较为系统的研究。
