可能世界
将石油价格控制在理想范围的可选择做法不多而又难于实现，但鉴于这样做的重要性我们必须做一些尝试。
首先，应努力增加石油市场的确定性，防止不准确数据和不全面的分析发出错误信号，扭曲事实。这一问题可由一个新世界范围的能源机构如“全球能源署”一类的组织来解决，其主要工作是收集世界各国有关石油供求、库存、产能等方面的透明资料。这将能克服国际能源署（IEA）的主要局限性，后者是工业化国家在1973年石油危机之后为保障其石油供应而建立的，目前仍然只包括这些国家。
其次，应寻找鼓励创建剩余产能的途径，一种可能的做法是通过用户缴纳的消费税的一小部分建立“全球稳定化基金”，用于鼓励那些愿意创建新的剩余产能的生产者。基金可由“全球能源署”这样的独立机构来管理，并且负责提供货款和颁发实际创建剩余产能的证书。
另一可能的做法是建立某种由上述机构资助的剩余产能市场，通过该市场对创建剩余产能的生产商和缩减自身能源消费的用户进行奖励。

其次是提高车辆能源使用效率，减少污染物和二氧化碳的排放，必要时通过法律手段来实行。有关措施应包括规定禁止和大力限制大发动机、（单位耗油）行驶里程低及高速车辆的流通量。例如应把市区的流通车辆限于具有甚小发动机和零排量的车辆。这一建议会使我成为许多司机恼火的对象，但我实在看不出有什么更好的办法。一方面在世界范围内限速，另一方面制造商和用户又在显然违反这一限制的车辆特点上攀比，这种做法是可笑的。如果中国人、印度人及其他发展中国家的人口采用现今西方运输体制的模式，则对环境的影响和石油消费将是灾难性的。可喜的是中国和其他新兴国家正在认真对待这一问题，在一城市中禁止私人大型车辆的流通，扩展全新的领域，其中公交是人们出行的主要交通手段。
第三是大幅减少石油在使用过程中排出的废气和污染物，这将需要大力开展科研和技术改造。大学把几乎全部力量用于对石油以外的能源研究的做法是错误的，因为有关一个可以和石油竞争的能源的研究是长期和困难的。

中国石油作为国有大型骨干企业，承担着履行政治、经济、社会三大责任，承担着保障国家能源安全的重要使命，围绕着建设世界水平的综合性国际能源公司这一战略目标，积极实施“资源”、“市场”和“国际化”三大战略，注重国内外资源和国内外市场的开拓，取得巨大成就。但是，能源问题不再是一个简单的经济问题，石油企业的海外发展往往伴随复杂的国际政治、经济、社会和环境因素。引人瞩目的中俄石油管线一波三折，中海油收购美国优尼科石油公司的无果而终，无不打着深刻的政治烙印。中国石油企业的海外创业经验，给扩大国际能源合作提出了一系列亟待解决的重要课题。
在此背景下，组织国内外能源领域的专家、学者，研究能源领域的前沿问题、热点问题，将学术研究与企业决策支持相结合，显得十分必要和迫切。为此，我们考虑建立一种长效机制，从国外引进一批优秀的国际石油政治、经济、金融、法律类图书，翻译出版，并与国内专家学者的研究成果结合起来，组成“读点石油财经丛书”系列，计划每年出版10种左右的图书，逐步形成一定的规模，起到一定的借鉴、参考和决策支持作用。
我希望通过“读点石油财经丛书”的陆续出版，为石油企业广大干部、员工提供国内外最新的石油财经方面的知识储备，并为大众读者拓宽能源问题的全球视野。
